URBAN COMPETITION FOR THE ELABORATION OF THE DRAFT CONCEPT OF THE MOSCOW CITY AGGLOMERATION DEVELOPMENT

The competition for the elaboration of the Draft Concept of the Moscow City Agglomeration Development is  held upon the initiative of the Working Team under the President of the Russian Federation, Executive Authorities of Moscow City and Moscow region, the Union of Architects of Russia, the Russian Academy of Architecture and Construction Sciences.

1.  Actuality  of  the  elaboration  of  the  Draft  Concept  of  the  Moscow  City Agglomeration Development is entailed by the following essential circumstances: 1) absence of the  united  interconnected  project  of  the   Moscow  City  and  Moscow  region  territories development; 2) expansion of the Moscow City territories to the south-west due to incorporation of the part of the Moscow region territories; 3) bringing the Government  Authorities location outside the city limits and creating the infrastructure for the International Financial Center on the territories proposed to be incorporated into Moscow; 4) necessity for the enhancement of the competitive features of Moscow as a global world city and the enhancement of the quality of the urban environment and living conditions in Moscow.

2. Contracting Authority for the elaboration of the Draft Concept of the Moscow City Agglomeration  Development  financed  from  the  Moscow  City budget  is  represented  by the Moscow Committee for Architecture and Urban Development which according to the established procedure pursuant to the Federal Law dated June 21, 2005 # 94-ФЗ “On placement of orders for supply of goods, execution of work, rendering services for public and municipal needs” defined
 
the Client  for  the  elaboration  of  the  Draft  Concept,  namely  the  State  Unitary  Enterprise
“Research and Development Institute for the General  Plan of Moscow”.

3. Applications for the right of getting ten contracts with ten corporate authors are to be made by legal entities and private individuals:

- meeting the requirements imposed by the Legislature of the Russian Federation on persons supplying  goods,  executing  works,  rendering  services  being  the  subject  of  the  competitive tender;

- meeting the requirements for non-liquidation of the offering participant – a legal entity; or nonperformance of bankruptcy proceedings against the offering participant – a legal entity, an individual entrepreneur;

- meeting the requirement for non-suspension of the offering participant’s operations pursuant to the procedure established by the Code of the Russian Federation on Administrative Violations as of the date of the bid consideration;

- meeting the requirements on the absence of debts of the offering participant regarding payment of charged taxes,  levies and other compulsory payments to the budget of any level or to the municipal non-budgetary funds for the previous calendar year with the amount of debts counting to more than twenty five percents of the bidder’s  balance sheet assets according to financial statements for the last completed financial period.

The offering participant is deemed to meet the requirements in case if he appeals against the above insolvencies pursuant to the Legislature of the Russian Federation and the decision upon this appeal is not made as of the date of the competition consideration.

The bidders shall documentary confirm the conformity with the above requirements and to have and confirm the experience in project development similar to the subject and the scope of the task under consideration and to  submit on 10 pages of the А4 format the description of the offered approach to the elaboration of the Draft  Concept of the Moscow City Agglomeration Development. The bidders are also to specify the assumed list of  authors with participating correspondent international specialists and organizations with the confirmation of their consent to take part in the tender. The tender biding costs application for the elaboration of the Draft Concept of the Moscow City Agglomeration Development shall be on the offering participants whereof 10 project teams shall be chosen for concluding contracts on equal conditions for the elaboration of this project.

All the bidding documents shall be compiled in the Russian Language. The submittal of the bidding documents in a foreign language shall be accompanied by the duly certified translation of the documents into the Russian Language.

The documents originating from a foreign state shall be duly legalized in compliance with the
Legislature and the International Contracts of the Russian Federation.

The applications deadline is 11.00 a.m., February 13, 2012.

4. Selection of ten project teams for the further elaboration of the Draft Concept of the Moscow City Agglomeration Development is performed by the Expert Group established for the purpose. The Expert Group shall make the decision on the admission of 10 project teams to the getting of the 10 Contracts for the elaboration of  the Draft Concept of the Moscow City Agglomeration Development on February 20, 2012. The Contracts between the Client and the ten selected project teams will be signed on February 24, 2012. The Expert Group  welcomes creation the international project teams consisting of foreign and Russian organizations and specialists.

5. Expert Group shall be formed from the specialists in the field of the urban planning and adjacent spheres and shall include the specialists of the Contracting Authority, Client, Ministry of  Regional  Development  of  the  Russian  Federation,  Chief  Division  for  Architecture  and Construction  of  Moscow  region,  Union  of   Architects  of  Russia,  Russian  Academy  of Architecture and Construction Sciences and representatives of  other organizations including international ones. The members of the Expert Group shall not be allowed to bid or be a part of the 10 project teams for the Draft Concept of the Moscow City Agglomeration Development. The Expert Group is obliged to participate on the monthly basis in the project seminars with the selected project teams for the elaboration of the Draft Concept the Moscow City Agglomeration Development. The Expert Group subject  to the agreement with the Contracting Authority is entitled to specify the list and the contents of the project  materials being developed by the corporate authors of project teams bringing this information to the notice of the corporate authors and negotiating the alterations and amendments with them.

6.  Basic  materials  for  the  elaboration  of  the  Draft  Concept  the  Moscow  City Agglomeration Development is supplied by the Client and the Contracting Authority to all the corporate authors selected pursuant to the established procedure. The basic materials are to be as follows: the Scheme of the Territorial Planning of Moscow region – the principle provisions of the urban planning development confirmed by the Moscow region Authorities’ Regulation dated
11.07.2008 #517/23; the General Plan of Moscow City dated 05.052010 #17 as well as the materials specified in the Appendixes #1 and # 2 to the Regulation on holding the tender for the elaboration of the Draft Concept of the Moscow City Agglomeration Development.

7. General information on the planned Agglomeration.

The territory of the Moscow City Agglomeration is contemplated within the limits of Moscow
City and Moscow region.
 
Moscow City – the capital of the Russian Federation, the city of the Federal significance, the constituent of the Russian Federation.

In compliance with the Moscow City Charter the residents of Moscow City (Muscovites) are the citizens of the Russian Federation possessing the place of residence in Moscow regardless the period of residence, the place of birth and nationality.

The residents of Moscow and foreign citizens and citizens without citizenship permanently or temporarily residing on the territory of Moscow compose the population of Moscow.

As of January 1, 2011 the population of Moscow counted to 11.552 million people. The territory of the city counts  to 1081 square kilometers and the intracity Moscow Ring Road (MKAD) territory – 877 square kilometers. The average density of the population of Moscow amounts to
10.6 thousand people per square kilometer.

The Chief Executive Officer of Moscow is the Mayor of Moscow.

The territorial units of Moscow City are districts and administrative divisions having names and borders being established by the Legislative Acts of Moscow City.

125 districts  of  Moscow  are  allotted  on  10  administrative  divisions.  In  the  districts  and administrative  divisions there are territorial Bodies of Executive Power that are the district Authorities and the Prefectures of administrative divisions.

The territory and borders of the territorial units of Moscow City are formed by the historical and cultural traditions, topographic and natural factors and infrastructural restrictions. The average square of the district territory amounts to 8.8 square kilometers. The average number of district inhabitants is 92.0 thousand people upon the big range of minimal and maximum values of these indexes.

Historically the Moscow City territory enlarged due to incorporation of the lands of Moscow province  and  thereafter  the  lands  Moscow  region  and  it  has  the  radial-circular  structure including:

- the central zone (within the limits of the Kamer-Kollezhskiy barrage) including the historical core of Moscow (within the limits of the Garden Ring Road) – the most densely built-up area that needs to be preserved and reconstructed;

- the middle zone (the territory along the Internal ring of the Moscow Rail Road operated in the manufacturing purposes) needs to be reorganized and redeveloped;

- the periphery zone – the area which needs to be filled up with the working places, the objects of social  infrastructure  and  organization  of  interaction  with  neighboring  municipal  objects  of Moscow region.

Moscow  region  is  the constituent  of the Russian  Federation  occupying the territory of 46 thousand square kilometers, as of January 1, 2011 the population of the region counted to 7.092 million people. The density of the population of the region amounts to 154 persons per square kilometer. The share of the urban population counts to 81%.
 
The Chief Executive Officer of Moscow region is the Governor of Moscow region.

In  the  purpose  of  the  state  administration  with  the  account  to  the  historical  and  cultural traditions,  economic relationships, customary infrastructure the territory of Moscow region is divided into the administrative-territorial units as follows: the districts (36), the cities of regional subordination (33) and the closed administrative-territorial objects (5).

In the local self-government purposes implementation there are 36 municipal districts and 38 urban divisions organized on the territory of Moscow region.

The average square of the municipal objects of Moscow region (municipal districts and urban divisions) counts to 622 square kilometers, the average number of the inhabitants amounts to 96 thousand people. The municipal districts of Moscow region consist of the urban (114 units) and rural (193 units) settlements.

Moscow region enframes Moscow City by three planning circular belts of districts. The first belt includes 14 municipal districts and urban divisions directly bordering on Moscow. The second belt – 37 districts constituting  the core zone of Moscow region. The third belt - 21 districts located in the periphery part of the region bordering on the other regions of the Central Federal District (CFD).

After  collapse  of  the  USSR  the  geopolitical  significance  of  Moscow  and  Moscow  region declined due to the separation of the southern and western Republics of the USSR with the total number of population of up to 90 million people. Moscow eventually turned out to be on the border of the Russian Federation. In this connection the re-enforcement of the significance and development of the western and southern CFD constituents with their principle cities will reduce the superfluous and extrinsic for the city the urban planning and production impact.

At present  Moscow  concentrates  8%  of  the  population  of  the  country  (30%  of  the  CFD population) preserving the positive dynamics regarding the number and share of the population for the last decade, it produces the forth part of the Total Gross Regional Product of the RF (60% of Total Gross Regional Product of the CFD regions).

Moscow provides 10% of employment in the RF and more than the third of the employment in the CFD (6.3 million of employed in the economy). 5% of the industrial personnel of the whole country, 15% of all the  constructors, more than 1/3 of the scientists and the science servicing personnel, 25% of those employed in the financial activity are concentrated in the city.

The fixed capital investment in Moscow counts to 7% of the RF and the third part of the CFD (at that the share of investments of both the CFD and the RF has been decreasing for the last decade). Moscow accounts for more than the half of the amount of the retail business turnover in the CFD and 18% in the RF (the Moscow role in the amount of the retail business turnover in the last decade is also declining).

 


Moscow region having a significant economic potential and beneficial neighboring with Moscow rates as the second in the CFD regarding numerous socio-economic indexes and it hits the first top ten of the most developed regions of the RF. The share of the population of Moscow region
 
increased for the in-between censuses period and counts to 19% of the CFD population that is
5% of the RF population. The Gross Regional Product amounts to 14% of CFD and 5% of the RF having been increasing for the last ten years. Nowadays 2.9 million people are employed in the regional economy that is 16% of the CFD and 4% of the RF. The fixed capital investments and the retail business turnover is 18% of the CFD, 4% and 6% of the RF correspondently.

Moscow region is the leader among other Constituents of the Russian Federation regarding the amount of new housing construction including the housing index per capita and it outperforms Moscow (in 2010 the amount of newly constructed housing was 56% of the CFD and 14% of the RF).

In the last decade Moscow has accumulated a lot of problems and their further disregarding may result  in  unfavorable  conditions  for  the  city  relatively  the  other  big  cities  of  the  Russian Federation and the capital-cities of the global powers.

The spotted  distribution of the working places  relatively to  the places  of residence on  the territory of  Moscow City and Moscow region creates serious transportation, ecological and social problems in the region.

The concentration of the working places in Moscow especially in the city center has a huge impact on the transportation, ecological and social spheres of the life activities in the city and the region.  At  the same time the  other districts  of Moscow  and  Moscow  region  are evidently experiencing the lack of working places for their residents. This predetermines the superfluous pendulum-type labor migration and high load on the transportation system at the entrance to the city and inside it, and on the social spheres of Moscow.

Although Moscow and Moscow region are objectively interconnected and interdependent socio- economic  objects  on  the  level  of  administration  of  the  two  Constituents  of  the  Russian Federation the mechanisms of interaction providing effective joint resolution of complex socio- economic and urban planning tasks have not been established yet. To date the documents on the territorial  planning  of  Moscow  and  Moscow  region  are  not  tied  and  the  program  of  the interdependent development of these territories is in a working out stage.

Until present the main task was in searching for the additional reserves of the development. Making  the  decision  on  the  extension  of  the  city  limits  and  stimulation  of  the  Moscow Agglomeration development  provides the real way of resolution of the accumulated problems and  provides  enormous  impetus  to  the  development  given  the  creation  on  the  territory  of Moscow region not less than 1.5 million of modern working places thereby contributing to the reduction of the amount of pendulum migration between Moscow and Moscow region.

(The tender participants are offered to state their vision of the perspectives and parameters of socio-economic development of the region).

The key task of the spatial development of the Moscow Agglomeration is to relieve the historical center of Moscow (whereat 35% of the city working places are concentrated today) and create new working places in the middle and peripheral parts of Moscow (whereat high-density housing built-up turned out to have lack of working places,  the  objects of transportation and social infrastructure) and the Moscow Agglomeration. The issues of optimization of the employment
 
development and the policies of the differentiation of the density of the population resettlement are vital to be considered by the participants of this tender.

Within the scope of Moscow relief issue is the preservation of the former Greenbelt of Moscow located around Moscow with the simultaneous redevelopment of the existing and creation of new working places therein.

The concept of Moscow Agglomeration development shall secure the resolution of the main issues stated above and secure the attainment of the goals as follows:

- creation of the conditions for Moscow development as a global city, international financial, educational, innovational and touristic centers;

- creation of new Agglomeration centers and allocation therein of a part of objects performing the capital-city functions and the functions of the city of the global level;

- dynamic development of the transport infrastructure and mainly the system of the railroad passenger transport  of the region securing the development of the polycentric structure of the Moscow Agglomeration and the interconnected development of the whole Agglomeration with the surrounding territories.

The principle offers of the Concept of Moscow Agglomeration Development are to provide the “wave-type”  redistribution of the urban planning strain on Moscow; relief of the Historical centers by means of the complex reorganization of the built-up areas of the middle and periphery circular city zones removing the “overhead strain” out of the city limits.

The Concept should comprise the approaches to the development and redevelopment of the territories in different belts and sectors of the Moscow Agglomeration.

 


It  is  necessary  to  consider  in  details  the  perspectives  of  development  of  the  territories incorporated into  Moscow City: Leninsk, Naro-Fominsk, Podolsk municipal districts, the city divisions of Troitsk and Shcherbinka  and other territories in south-western sector of Moscow region with the total area of 150 316 hectares.

On the territories incorporated into Moscow it is possible to distinguish three planning belts with different prerequisites for the urban planning development.

It is offered to consider the allocation of the principle governmental objects brought out of the city limits and  other public objects on the territory of the closest to Moscow belt, at that the creation of such centers will be aimed at the liquidation of the disproportion of the population resettlement  system  and  disproportion  of  the  working  places  in  the  south-western  part  of Moscow and Moscow region.

On the territory of the middle planning belt of the south-western sector it is offered to place the local complexes  of scientific, educational, medical objects and innovative production objects with preservation of the valuable natural landscapes and recreation.
 
The valuable natural landscapes of the periphery planning belt of the south-western sector of the perspective Moscow are planned to be preserved with establishing thereon of 3-4 national parks.

The development of the incorporated territory of the south-western sector of Moscow region should be aimed at the territory improvement and augmentation of the socio-cultural quality of the living environment of the existing suburban, horticultural and market-gardening fellowships cooperatives and dwelling villa communities but it should not lead to their radical changes.

Incorporation  of  new  territories  into  Moscow  with  application  thereon  the  objects  of  the international  financial  center,  administrative and  office buildings  and  the science absorbing industries, higher education  institutions and others will significantly increase the potential of Moscow contributing to  the accelerated  growth  of the Gross Regional  Product, creation of supplementary revenue sources for the city budget and eventually the growth of the level of the Muscovites quality of life.

The priority development of high speed passenger transportation infrastructure on the territory of Moscow and on the territories being incorporated will contribute to the reduction of the transport load on the street and road net-work of Moscow.

8. Objectives and tasks of the elaboration of the Draft Concept of the Moscow Agglomeration Development.

OBJECTIVES:

Development of the project offers for free spatial levels:

- for the Moscow Agglomeration;

- for the south-western sector of the Agglomeration including the territory of Moscow;

- for the area of location of the federal objects and multifunctional centers in the south-western sector of the Agglomeration.

At that it is necessary to secure the attainment the competitive quality of Moscow as a global city and increase of correspondent socio-cultural quality of the spatial environment.

 


TASKS:

- to  give  proposals  regarding  the  borders,  structure  (lay-out,  transportation  scheme)  of  the Moscow  Agglomeration including Moscow City and Moscow region with the account to the strategic role of these territories in the international and national context; to determine the areas of  the  active  urban  planning  development,  stabilization  areas,  nature  conservancy,  zones, districts,  and  sectors  of  the  functional  specialization;  to  give  aggregative  indexes  of  the perspective distribution of the population and working places on the planning belts, sectors and areas of urbanization; to consider the directions of improvement of administrative and territorial arrangement and administration of the Agglomeration territories;
 
- to give proposals on the functional and planning and transportation infrastructure arrangements of  the  south-western  sector  of  the  Moscow  Agglomeration  and  the  zone  of  the  Moscow development; to give detailed proposals on the perspective zoning within the planning belts of the south-western sector of the Moscow  Agglomeration; determine the optimal and threshold values of the urban planning capacity of the considered territories;

- to  give  the  concept  and  the  parameters  of  the  spatial  arrangement  of  the  Federal  and multifunctional zone in the south-western sector of the perspective territory of Moscow City.

- to secure the balanced location of the federal and regional perspective objects, objects of business, manufacture, dwelling and recreation of their parameters resulting in the increase of the comfort of living in  Moscow  City and on the adjacent territories in correspondence with the forecasted level of living and the level of the socio-economic development.

- the estimated horizon for the Concept project – 30-50 years.

- the implementation of the first stage – 10 years.

9.Structure and contents of the materials proposed by the project teams of the Concept of the Moscow  Agglomeration  are to  be divided  into  three parts  including text tables  and drawings.

Part 1. The project of the Moscow Agglomeration perspective development. Sections:
1.1. The concept of the perspective planning structure of the Central  Federal District of
Russia. The socio-economic prerequisites of the CFD territories.
1.2. The  substantiation  of  the  perspective  borders  and  the  structure  of  the  Moscow
Agglomeration.
1.3.  The perspective scheme of allocation of working places and the perspective structure of employment, the  system of settlement in the Agglomeration on the amalgamated planning objects. The optimization of the administration system of the Agglomeration territories.
1.4.  The determination of the active urban planning development and the stabilization zones, local Agglomerations and clusters.
1.5. The transport policies and the transport scheme of the Agglomeration.
1.6. The natural and ecological scheme of the Agglomeration
1.7. The structure of the real city – the Enlarged Moscow

Part 2. The project of the perspective development of Moscow City taking into account the incorporated south-western territories of Moscow region.

Sections:
 
2.1. The concept of the sustainable interaction of Moscow City and the south-western area of the
Agglomeration as a single urban planning object.

2.2. The functional and  planning arrangement of Moscow in the perspective administrative limits.

2.3. The concept of the transport infrastructure scheme of Moscow and the incorporated territory. The schemes of the non-street passenger means of transport on the considered territory.

2.4. Substantiation of the system of the urban planning centers of Moscow of the south-western territory to be incorporated and the adjacent territories of Moscow region.

2.5. The scheme of allocation of the Federal governing bodies, creation of the international financial  center,   innovative  and  scientific  and  educational  centers,   housing  and  social infrastructure, manufacturing industries.

2.6. The proposal on the innovative solutions in the field of the engineering support of the territory.

Part 3. The project of the perspective development of Moscow City territories in the area of the perspective allotment of the Legislative and Executive Bodies of the Governmental Power of the Russian Federation.

Sections:

3.1. The lay-out and draft of the build-up of the federal governing bodies allocation territories.

3.2. The scheme of the spatial arrangement of the multifunctional area – the city sub-center.

3.3. The fragments of the lay-out and spatial arrangement of the progressive types of living environment, the zone of the innovative economy, educational, medical and recreational centers.

3.4. The scheme of development of the transport and engineering infrastructure for securing the optimal functioning of the allocated objects and zones.

3.5. The development of the natural and ecological complex.

1:50000; 1:10000, 1:2000 with 3D visualization of the perspective build-up and redevelopment; the  substantiation  of  the  project  solutions  is  to  be  accompanied  by  the  analysis  of  the international analogs and supplied qualitative and quantity indicators ).

All the graphical works are to be performed on the cartographic basis in the GIS, Mapinfo, АutoCAD or any other format agreed upon with the Client. The text and table materials are to be made in the MS Word format, version 2003, МS Excel, version 2003, printing is to be performed in the А4 format. The materials are submitted to the Client in the Russian language in 2 copies
 
on the intermediate stages and in 3 copies on the final stage. The preparation of the presentation materials in the MS Power Point format is compulsory both for the intermediate seminars and the final demonstration of the project.

The Group of Experts as agreed upon with the Client is entitled to make amendments to the composition and  contents of the materials of the tender both for the corporate authors of the project teams and for certain creative teams if it contributes to the competitive variants of project solutions and allows to present important concept proposals in more detailed manner.

10. Stages of the work performance.

Stage 1:

Accomplishment of the comparative analysis of the submitted basic data and analytical materials received from the  Client and from other sources with international analogs pursuant to the existing subsystems with the purpose of positioning of Moscow, Moscow region, the Moscow Agglomeration and distinguishing the main problems for the consequent project solution.

Duration: 60 days. The stage cost – 30% of the total project value.

Stage 2:

Development of the first edition of the concept of the Moscow Agglomeration Development including Moscow City and south-western sector of the Agglomeration.

Duration: 60 days. The stage cost – 30% of the total project value.

Stage 3. The development of the second edition of the Concept of the Moscow Agglomeration Development and its principle parts with the main performance indexes. The development of the proposals on the architectural and spatial arrangement of the federal and the multifunctional area in the south-western sector of the Agglomeration in the zone of Moscow development.

Duration: 60 days. Stage cost – 40% of the total project value.

The report on each project stage of all the corporate groups will be arranged in the form of a 2 day’s seminar with participation of the Expert Group and the Client. The conclusion is made on the further financing of the development of certain project team after consideration of the results of the seminar and the submitted report of the c project team. The control of the work flow and assistance to the project team are performed on the monthly basis in the form of a two day’s seminar and on-line.

11. Seminars working languages.

The principle working languages of the project seminars for consideration and discussion of the Concept of the Moscow Agglomeration Development are to be Russian and English. The tender task  is  composed  in  the  Russian  and  English  languages  having  equal  legal  effect.  During consideration at the monthly seminars of the project materials prepared by foreign participants the presentation of the above materials can made in English.
 
12. Project work payment.

The payment of the work of 10 project teams shall be done by stages. The total value of the project proposal  of  each project team having been selected through the three stages of the concept development shall be paid in the national currency equivalently to 250000 EURO. The expenditures of the foreign participants making the part of 10 project teams regarding the visa support, accommodation and transportation in Moscow during the  summary seminars shall be paid by the tender Client.

13. The procedure of consideration of the final project solutions.

The project materials developed by the corporate authors shall be displayed at the exhibition for one month (from August 24 till September 23, 2012) for the public consideration and discussion. Before the exhibition opening day the International Jury makes the conclusion on each project being the part  of the displayed  material.  Three  most  perspective solutions  on  the Moscow Agglomeration and the Moscow south-western sector development, and creation of a new federal center shall be selected.

14.  Material  publication  and  preparation  of  the  report  for  the
Government.

The developed projects are submitted to the Client in the electronic and graphical form. The Client jointly with the Expert Group will prepare the report on the tender materials for the Draft Concept of the Moscow Agglomeration Development for the Working Team under the President of the Russian Federation and the Joint Board of the Executive Power Bodies of Moscow City and Moscow region with recommendations on the further city planning and requirements to the technical specifications for the development projects of the Moscow Agglomeration territories and the territory of Moscow within new administrative borders.

In September-October 2012 the Client conjointly with the Expert Group and corporate authors of project teams shall publish the tender materials with the size of the print run 500 copies.
 
Appendix # 1

The list of basic data for the elaboration of the Concept of the Moscow Agglomeration Development (will be submitted to the corporate authors of project teams having qualified through the bidding)

The basic data for the Agglomeration territory:

1. The  information  on  the  city  planning  solutions,  strategies,  programs  of  socio-economic development, top-priority national projects, international programs, federal and regional projects on the territory of Moscow  region and Moscow City influencing the system of settlement, environmental  conditions,  dynamics  and  the  limits  of  settlement  and  urbanized  territories, creation of working places in sectors of the economy,  development of the engineering and transport infrastructure of the federal and regional importance.

2. The information on the current condition  and using  of the territories including the lands of the federal ownership and on the territories with specific conditions of using, on the borders of the settlements and the territories designated for urbanization and housing.

3. The data on the official statistics on the socio-demographic, socio-economic, urban planning and other issues relating to the territory of Moscow region and Moscow by administrative and territorial organization.

4. The data of the current dynamics of the population flow (birth rate, mortality, migration) in the table and cartographic form as of the administrative units of Moscow and Moscow region.

5. The characteristics of the average level of income of the population by administrative units of the territories under the consideration.

6.  The  territorial  population  distribution  disbalance  characteristics  between  the  permanent working-age population and the working places within the limits of the administrative units.

7. The classification of the territories regarding the RD sector of economy of the administrative units, and the share of the labor force reserves with higher and specialized secondary education.

8. The administrative hierarchy of settlements.

9. The classification of the territories by urban and rural population.

10. The classification of the territories according to the share of the manufacturing and service sector of the economy.

11. The need for the objects of the federal and regional levels to be place on the Agglomeration territory.

12. The scheme of the zones with the specific regulations.

13. The proposals on the relocation of some industry from Moscow territory.

14. The proposals on the using former industrial zone and released government buildings on the territory of Moscow.
 
15. The characteristics of the commuting within the Agglomeration borders. The traffic and passenger flows  on  the motorways of the federal and regional significance. The data on the passengers turn-over of the most significant railway terminals and airports.

 

The basic data on the territory of the south-western sector of the Agglomeration and the territory incorporated into Moscow.

The data received on the level of Agglomeration is applied including the information as follows:

16. The characteristic of settlement system of the population in the spatial south-western sector and evaluating the  efficiency of the territory usage, provision of the service rendering objects including Moscow City.

17. The schemes of restrictions for the usage of the territories of the sector connected to the protection of the objects of the cultural heritage on the basis of the analyses of the historical and cultural characteristics of the territory.

18. The characteristics of the potential of the engineering infrastructure with distinguishing the problems of the  existing provision of the territory with the engineering infrastructure (water supply, service-utility and water drains, electric power, gas, heat supply).

19. The characteristic of the potential of the transport infrastructure with the analysis of the existing transport flows and conditions of the street and road networks.

20. The  complex  evaluation  of  the  territory  with  distinguishing  the  restrictions,  areas  of ecological discomfort and  town-planning errors, inefficient use of the territories and the zones of  the  low  provision  by  the  social  and  engineering  and  transportation  infrastructure,  and unfavorable condition of the dwelling-stock.

- the analysis of the applicable and elaborated documentation on the development of the transport infrastructure of the federal, regional and local significance with evaluation of the possibility of the further application of this documentation and proposals on its amendment.

The summary evaluation of the federal, regional and city programs of the development of the objects of the transport infrastructure, terms of their implementation, estimation of the dynamics of the street and road networks, and conditions of the development of the transport infrastructure due to housing and public centers development.

2.1.7. The natural value of the territory.

The Explanatory Note includes the data on the established borders, conditions and usage of specially protected natural territories and other territories of the natural complex and their planned development; the analysis of the usage of the planned to be established and specially protected natural territories for the conformity with the set methods of application; the analysis of the recreational application of the territories.

1. The schemes of allocation of specially protected natural territories, the scale dimension 1:100000.

2.1.8. The current condition of the natural environment.

The Explanatory Note includes the characteristics of the condition of the natural environment and its components, the characteristics of the sources of the unfavorable impact on the condition of the natural environment including the adjacent territories, the data on the set borders of the sanitary protection zones, water protection zones and the coastal shelter belts. The summary evaluation contains the conclusions on the correspondence of the application of the territories to the requirements of the protection of the natural environment, sanitary and epidemiological welfare and ecological safety.

1. The complex scheme of the condition of the natural environment (the applicable regulation), the scale dimension 1:100000.

2.2. The complex evaluation of the territory.

The Explanatory Note includes the characteristics of the existing restrictions, zones of ecological discomfort and lay-out violations, distinguishing the inefficiently applied territories and the zones the low level of provision with the objects of the social, engineering and transport infrastructure, the unfavorable territories regarding the housing stock condition.

2.3. Distinguishing the territories which can be used for deployment of the Federal Regulatory Bodies, creation of the international financial center, innovative and the scientific and educational centers, housing construction and the social infrastructure, manufacturing activity with the account to the allocation of the carried out enterprises, and the objects of the medical and recreation designation.

The Explanatory Notes includes the definition of the prerequisites and the conditions of the objects of different designation (including the objects of the social infrastructure) the analysis of the territories with the characteristics of the land lots:

- on the possibilities of use of different territories for certain functions (settlements, municipal objects, separate territories);

- on the possibilities of allocation of the Federal Regulatory Bodies distinguishing the conditions and the efficiency of the implementation of different variants;

- on the possibilities of allocation of the international financial center distinguishing the conditions and the efficiency of the implementation of different variants;
